A critical analysis of disaster preparedness in Nigerian hospitals: A case study of healthcare institutions in Gombe State

Background of the Study
Disaster preparedness is a critical component of healthcare management, particularly in regions prone to natural and man-made disasters. In Nigeria, healthcare institutions face numerous challenges in disaster preparedness, from infrastructural inadequacies to limited resources and poorly trained staff. Gombe State, located in northeastern Nigeria, is particularly vulnerable to disasters, ranging from floods and outbreaks of disease to insurgent activities. Despite these threats, many hospitals in Gombe State lack comprehensive disaster preparedness plans that are both operational and effective in mitigating the risks posed by such events.

Disaster preparedness in hospitals involves a multi-faceted approach, including the development of protocols for emergency response, staff training, resource allocation, and coordination with governmental and non-governmental agencies. However, the integration of these protocols into the everyday functioning of healthcare institutions in Nigeria, especially in Gombe State, has been largely inadequate. This lack of preparedness can lead to increased fatalities, prolonged recovery times, and heightened societal disruption when disasters strike.

The importance of disaster preparedness has been highlighted globally in recent years, with the COVID-19 pandemic serving as a stark reminder of the need for hospitals to be equipped for both planned and unanticipated disasters. In Nigeria, the establishment of disaster preparedness plans within healthcare institutions has been slow, with most hospitals lacking the capacity to adequately respond to the scale of crises they may face. The need to assess the state of disaster preparedness in Gombe State’s healthcare institutions is therefore pressing, as such analysis can provide valuable insights into gaps that require urgent attention.

Statement of the Problem
Despite the known risks of disasters, healthcare institutions in Gombe State remain largely unprepared, with inadequate infrastructure, lack of staff training, and insufficient emergency response plans. The problem is compounded by a lack of coordination between hospitals, government agencies, and other stakeholders in disaster management. This study seeks to critically analyze the state of disaster preparedness in Gombe State’s hospitals and identify the gaps that hinder effective disaster response. Without comprehensive disaster preparedness strategies, hospitals are ill-equipped to manage large-scale emergencies, putting the lives of patients and the community at risk.

Objectives of the Study

  1. To assess the current state of disaster preparedness in hospitals in Gombe State.

  2. To examine the challenges faced by healthcare institutions in Gombe State in implementing disaster preparedness plans.

  3. To recommend strategies for improving disaster preparedness in Gombe State’s healthcare institutions.

Research Questions

  1. What is the current level of disaster preparedness in hospitals in Gombe State?

  2. What challenges hinder the implementation of disaster preparedness plans in Gombe State hospitals?

  3. What strategies can be implemented to improve disaster preparedness in Gombe State’s healthcare institutions?

Research Hypotheses

  1. Hospitals in Gombe State have inadequate disaster preparedness plans that do not meet the required standards.

  2. Limited infrastructure and lack of trained personnel are significant barriers to effective disaster preparedness in hospitals in Gombe State.

  3. The implementation of comprehensive disaster preparedness plans in Gombe State hospitals will reduce mortality and improve recovery times during emergencies.

Scope and Limitations of the Study
This study will focus on hospitals in Gombe State, Nigeria, and will assess their disaster preparedness plans, challenges, and the effectiveness of current strategies. The limitations of this study include potential difficulties in accessing certain hospitals due to security concerns in some areas of the state and the reluctance of hospital management to disclose sensitive disaster preparedness data. Furthermore, the study will not extend to healthcare systems outside of Gombe State or analyze community-based disaster management efforts.

  • Disaster Preparedness: The process of planning and preparing for potential disasters, including training staff, setting up emergency response protocols, and ensuring the availability of necessary resources.

  • Emergency Response: The immediate actions taken by hospitals and other institutions in response to a disaster, including patient triage, medical care, and coordination with relevant agencies.

  • Healthcare Institutions: Facilities that provide medical care and treatment to patients, including hospitals, clinics, and specialized medical centers.
